Completion management, connected
From construction to handover.
TASLEEM CMS connects punch lists, inspection and test records, dossiers and certificates to each system and sub-system. Your team can see what is ready, what is blocking handover and who needs to act.

Why Tasleem
The last mile shouldn’t be the hardest to manage.
Completion often runs on spreadsheets, email threads and shared folders. Then the closest work to handover becomes the hardest to track.
Scattered records
Punches, test sheets and dossier documents sit in different files, each with its own version of the truth.
Unclear next steps
Nobody can say which items block a sub-system, or who is meant to sign them off.
Late handover surprises
Missing evidence and open Cat A items show up when the turnover pack is being put together, not before.
One source of truth
Different records. One connected picture.
Punch lists
Cat A/B/C items with photo evidence, closure remarks and approver sign-off.
Inspection & test records
ITR types mapped to your stages, with on-screen checks and signatures.
Dossiers & handover
Dossiers built from your master index for each sub-system, and turnover packs put together from approved records.
| Type | Sub-system | Ref | Status |
|---|---|---|---|
| Punch | SS-101-01 | Cat A | Pending approval |
| ITR | SS-101-01 | E-01A | Approved |
| Dossier | SS-101-01 | MC dossier | Draft |
| Certificate | SS-101 | RFSU | Pending approval |
The workflow
One path to completion. No disconnected last mile.
Admins define the stages and milestones in the Workflow Designer, and the default sequence follows the usual completion path. Records stay linked to their system and sub-system the whole way.
- STEP 1
Mechanical completion
Construction ITRs and punches closed out. The MC dossier is compiled.
- STEP 2
Pre-commissioning
Pre-comm checks are recorded and outstanding items stay visible.
- STEP 3
Commissioning
Commissioning ITRs are tracked against each sub-system.
- STEP 4
Ready for start-up
RFSU readiness is gated on approved records.
- STEP 5
Handover
Certificates are approved and issued, and the turnover dossier is compiled.
Stage names, order and milestones are configurable per your project.

Assigned approver

How it works
Know what needs attention. And who owns it.
Each record names its approver by email. Only that signed-in person can approve it, and the database enforces this as well as the screen. Submitted records are locked while they wait for review, so nobody can quietly change an item mid-approval.
- Request approval, then approve or reject with comments
- Open punches sorted by age, with overdue limits for each category
- Pending sign-offs collected on the dashboard
Readiness & traceability
A clear path forward. A full trail behind.
Readiness for each system and sub-system is calculated from approved ITRs, closed punches and required dossier documents, and the formula is open for anyone to check. Every submission, decision and reopen is logged by the server with who did it and when.

Potential savings
Better control is where cost savings begin.
We don’t promise a fixed figure. Savings depend on your project. These are the areas where better control usually helps.
Less duplicate administration
Record each item once instead of retyping it across trackers.
Fewer missed items and repeat checks
Required documents and open punches stay visible against each sub-system.
Less time finding evidence
Photos, signatures and attachments stay with the record they prove.
Fewer avoidable delays
Blockers and pending approvals surface early, not at handover.
Who it’s for
Different responsibilities. Shared clarity.
Project teams
See progress and blockers by system, and import existing registers from Excel.
QA/QC
Record inspections, sign on screen and approve only the records assigned to you.
Commissioning
Follow stage-gated ITRs and track equipment preservation routines.
Management & client
Review readiness, progress curves, certificates and turnover dossiers.
FAQs
Questions, answered.
What does TASLEEM CMS manage?
Punch lists, inspection and test records (ITRs), sub-system dossiers, certificates and milestones, equipment preservation, and turnover dossiers. Everything is linked to your system and sub-system hierarchy.
Can we change the stages and dossier requirements?
Yes. Admins use the Workflow Designer to add, rename, reorder or disable stages, ITR types, dossier types and milestones. They also maintain the dossier master index. Options already used by records can be disabled, but not deleted.
How are approvals controlled?
Each record has an assigned approver email. Only the signed-in user with that email can approve, and the database enforces this. Submitted records are locked, and every decision is logged on the server.
Can we bring in our existing registers?
Yes. Admins can upload Excel or CSV registers. The importer suggests column matches, flags errors so you can fix them, and creates any missing systems or sub-systems.
Does it work offline in the field?
The field inspector saves results and signatures on the device and syncs them when the connection returns. We recommend piloting this on your own tablets before relying on it on site.
Will it save us money?
It may. Less duplicate admin, fewer missed items and earlier visibility of blockers can reduce cost and delay, but results depend on your project. We don’t guarantee a figure.
